Disciplinary Committee
The Disciplinary Committee will consist of the Head Referee, the Tournament Director and one coach. The coach on the DC may not be a member of the BHSRNC Committee.
An alternate coach will be assigned to hear cases that involve players or coaches:
Sportsmanship and Behavior
All players, coaches, team staff, supporters and spectators are expected to uphold the highest standards of sportsmanship. In particular, all are expected to adhere to the BHSRNC Code of Conduct.
Teams and supporters are expected to cheer for their own teams, but not boo or engage in any hostile, or deprecating language or gestures with their opponents. Spectators are expected to observe silence while kickers kick penalty goals and conversions.
The Disciplinary Committee is empowered to immediately remove any coach, player, or spectator from the BHSRNC who egregiously violates the BHSRNC Code of Conduct or facility rules.
The BBHSRNC Committee maintains the right to sanction individuals or teams after the completion of the BHSRNC for incidents that occur during the BHSRNC, whether at the tournament site or in the host city.
- All players on each team’s roster who have been registered by the tournament staff, and have not been suspended from the tournament for disciplinary reasons, are available to play or be substitutes in every match (i.e., there are no 23-man game rosters).
- To ensure that all players are eligible, teams must bring their registration paperwork to every match. Players must bring their photo ID to every match.
- The BHSRNC will follow all normal World Rugby substitution rules, including any regarding U18 variations. Only seven substitutions may be made. Eight substitutions, however, may be made if three substitutions are made in the front row.
- Teams may use unlimited substitutions (not rolling substitutions) if the following three criteria are met;
- Both teams have already been eliminated from the championship match
- Both coaches agree to unlimited substitutions.
- Both coaches inform the referee of their decision before the match.
Time, Overtime and Tie-breakers
- All matches will consist of two 30-minute halves. In rare instances, inclement weather or other conditions may prevent a full 30-minute match from being played. If a shortened match must be played, the length of the match will be determined before kickoff.
- If the score is tied after the completion of the two halves, overtime will be played to determine the winner.
- Overtime will consist of two 5-minute halves. Teams will switch sides at the end of regulation time and at the end of the first overtime half. The team with more points at the completion of the second overtime half will have won the match (there is no “sudden death”).
- If teams are still tied at the end of the second overtime, the match will be decided by a kicks at goal tie-breaker.
- Each team must nominate 5 players to participate in the first round of kicks. All players participating in the tie-breaker must be on the field at the completion of the second overtime half (coaches are responsible for keeping substituted or unused reserve players off of the field at the completion of the second overtime half and throughout the tie-breaker).
- All kicks will be made from the center of the 22m line. Kicks may be taken either from the tee or as a drop kick.
- Before the first round of kicks, a coin toss will be made to determine which team kicks first. In the first round of kicks, all five players must kick at goal. The team with the most successful kicks at the end of the first round wins the tie-breaker.
- After the first round, a team may replace or re-order any or all of their kickers. Any substitutions must have been on the field at the end of the second half of overtime. After the first round, the team that kicked first will now kick second. The five players from each team will continue to take kicks until one player successfully makes his kick and the corresponding player of the other team misses his kick. At that point, the team that made the kick will have won the tie-breaker.
Yellow, Red, and Soft Red Cards
- A player who receives a yellow card will be removed from play for 8 minutes (instead of the usual 10 minutes).
- A player who receives a red card will be removed from play immediately and may not participate in any matches for the rest of the tournament.
- A referee may give a player a “soft” red card. This is signified by raising both a red and a yellow card. In this case, the player is removed from the match immediately (as if a red card had been given), but may participate in later matches.
- A coach may appeal a player’s red card by registering the appeal to the BHSRNC Disciplinary Committee. The player and coach may present the player’s case in person or in writing. The Disciplinary Committee will make their decision in as timely a manner as possible and will inform both the coach and the BHSRNC Tournament Director of that decision as soon as it is made.
Disciplinary Committee

- who play for the DC coach;
- who are referred to the DC for an incident that occurred during a match against the DC coach’s team;
- who coach or play for a team that might play the team coached by the DC coach.
